Their findings discovered that up to seventeen million people relied only on cell phones, choosing not to have land-line phones in their home. Cell phones are becoming increasingly important for small businesses and home-based corporations. The problem that often arises with using a cell phone as your primary phone, customers can have difficulty locating your number.

There are numerous web sites available to look up phone numbers based on directories and listings from phone companies. It is easier today to find personal and corporate phone numbers just by typing in the name of a business or individual. Cell phones are different because wireless companies do not produce directories of their customers due to privacy issues and federal regulations. In 2006, several national wireless companies came together to oversee the production of a cell phone directory. Wireless 411, produced by Qsent, Inc., became a directory which listed customers by their name and cell number for directory assistance providers. By dialing the number 411, a customer would be able to locate another's cell phone number free of charge. A problem with Wireless 411 was getting all wireless companies to be on board. Without full cooperation from everyone, the directory only had a small percentage of cell phone customers listed.

Wireless 411 was never intended for printed phone directories or distribution to telemarketers and the Internet. But if a directory such as Wireless 411 became available, finding cell phone numbers could become easier than searching on the Internet and paying a fee. But customers have to be on board for any type of directory to be produced, especially with the federal government continuing its crack-down on privacy issues and the selling of phone numbers. Some of the qualms customers have about their numbers being available to the public is the fear that wireless companies would sell their numbers to telemarketers. Customers are also apprehensive their wireless charges would increase due to the fact that more people would be calling their number. Proponents of Wireless 411 rebutted these claims by allowing customers to have a choice as to whether or not they wanted to be included in the listings. If a consumer did not want their number available, they simply just opted-out of it. Consumers also had the choice of withdrawing their numbers after listing them without paying any penalty fees or charges.

When consumers were given the option in the Pierz Group survey of having their cell phones listed with a privacy protection plan in place, seventy-four percent of those polled said they would have their number listed. As mobile phones continue to increase in usage and dependence, having a wireless directory, such as Wireless 411, could facilitate in locating individuals or businesses.
